Two will be quite happy together. They will need a shelter to get out of the wind and rain. My experience is that they can get by on very little -it's me that needs more! I don't have electricity or running water to my sheep area and it makes me crazy!
Welcome to the group. I was having trouble posting before so hopefully this will go through. Although small compared to most sheep, our sheep aren't "toy" sized. I believe that breeding for such small size frequently deminishes some of the desireable characteristics of the breed - such as ease of lambing and vigor. In addition I put confirmation and temperment ahead of size. I have read a lot of misleading information about Miniature Cheviots - one web site even claimed you can have 12 on an acre and never run out of grass! Although they are easy (and fun!) to keep, they do require some feed and care.
